The meeting was called to order by President Roger Giallorati at 10AM.

The Pledge of Allegiance was recited.

 

Kim Byrne, Secretary presented minutes from the March 5, 2016 monthly meeting. The minutes were approved as written.

 

Treasurers Report:

 

Jim Watt, Treasurer presented the Treasurer’s Report. The report was approved as written.  Jim also provided the board members with an updated statement of past due accounts.

 

Aquatic Life:

 

There were six members in attendance for the goose egg and nest destruction class presented by the US Fish & Wildlife. The requirements for the permit are outdated as of this year.  A resolution signed by an elected official must be on file.  Roger and Jerry have been in contact with Amboy Township Supervisor, Brad Smith to bring the status of the condition up to date.  Upon satisfaction of the resolution, the association will be in compliance with the requirements.  The first goose egg roundup is tentatively scheduled for April 16th, with a second roundup April 30th.

 

Building Committee:

 

Jeff Sabo has received written permission from the DNR to install a dock on his property at Bear Point. There was question as to whether their installation of a dock would impede the channel causing a “No Wake Zone”.  The DNR has measured, and verified that there is adequate distance for two watercraft to pass while making wake.  Prior to installation of their dock, application must be made to Lake Diane Building Committee.

 

The lone non-compliant trailer owner on Easy Street continues to deny claims that they are in violation of their deed restrictions. Their claim is there was a break in chain of title, causing the deed restrictions to be ineffective for their property.   LDPOA attorney, Roy Brandes has verified through title search that there are deed restrictions in place, and the property owner’s are legally bound to conform.  There are dates scheduled for Discovery, Pre-Trial and Trial.

 

Application has been received for a storage barn at 14911 Woodbridge Rd.

 

 

 

Dredging:

 

Nothing new to report.

 

Parks:

 

Nothing new to report on the shoreline restoration project.

 

There is a broken weld on the teeter totter at Chickadee Park. Repair will be made as soon as possible.

 

Welcome Committee:

 

Nothing new to report.

 

Lake Diane Events:

 

The spring newsletter has gone out to members along with the schedule of events.

 

Jerry Agusa has volunteered to chair the annual picnic.

 

Old Business:

 

Ruth Weiss is not interested in pursuing past due accounts in small claims court.  Jerry Agrusa has volunteered to take over filings.  Accounts with a past due balance of $900 or more will be pursued.

 

New Business:

 

May’s LDPOA monthly board meeting has been rescheduled for May 21st.

 

At 10:54AM, Jim made a motion that the meeting be adjourned.   Roger seconded the motion.  A vote was taken, and the meeting adjourned.

Kim Byrne, Secretary presented minutes from the January 16, 2016 monthly meeting.  The minutes were approved as written.

 

Treasurers Report:

 

Jim Watt, Treasurer presented the Treasurer’s Report. The report was approved as written.

 

Aquatic Life:

 

Aquatic Weed Control has been paid $800.00 to apply for the necessary permit from the DNR to treat the weeds in the lake for the 2016 season.

 

There are seven LDPOA members attending the goose nest destruction class offered by the DNR which is being held April 7 in Novi, Michigan.

 

 

 

Building Committee:

 

The owners of the camper trailer on Easy Street have secured an attorney. They deny the allegation they are in violation of their deed restrictions.  Roger will schedule an appointment with Roy Brandes to discuss moving forward with the case. 

 

Dredging:

 

Nothing new to report.

 

Parks:

 

Kevin has gathered information on the soft landing material (shredded rubber) that will potentially be placed under the donated playground equipment at Chickadee Park. He was unable to speak with the company the structure is coming from, but was able to gather information via the Internet.  His best estimate is that it would cost roughly $800 for adequate coverage and protection.  There are negative reviews on the product itself.  After discussion, it was decided that pea gravel with a treated lumber border will be a better option.

There is nothing new to report on the shoreline restoration project.

Lake Diane Events:

 

There is a conflict with the scheduling of the car show Labor Day weekend. Roger will contact Fred Lietzke and Gary Beale to discuss.

 

Old Business:

 

Kim Byrne read a letter from Cyndee Gochanour, Hillsdale County Toys for Tots Director, commending Lake Diane for their generous donation to Toys for Tots.

 

New Business:

 

Roger has composed a spring newsletter to include with the annual billing. The newsletter will indicate if dues are not paid prior to May 15, parcel owners will not receive weed treatment of their shoreline.

 

At 10:36AM, Jim made a motion that the meeting be adjourned.   Roger seconded the motion.  A vote was taken, and the meeting adjourned.

Treasurers Report:

 

Jim Watt, Treasurer presented the Treasurer’s Report. The report was approved as written.

 

Aquatic Life:

 

Aquatic Weed Control has requested $800.00 to apply for the necessary permit from the DNR to treat the weeds in the lake for the 2016 season. Due to the fact that; (1) there are so few options, (2) the bid from Scott Banfield was comparable to Aquatic Weed Control, and (3) Aquatic Weed Control communicates professionally, and Scott Banfield does not, Roger made a motion that the bid from Aquatic Weed Control be accepted for weed treatment of Lake Diane for 2016.  Jim seconded the motion.  A vote was taken, and the motion passed unanimously.

 

Building Committee:

 

All but one camper trailer have been removed. A registered letter has been sent to the property owner from Roy Brandes, Attorney for LDPOA.  We have not yet heard if there has been confirmation of receipt.

 

The house at 14242 West Diane has been demolished, and the debris removed from the site.

.

Dredging:

 

Nothing new to report.

 

Parks:

 

Kevin has gathered information on the soft landing material that will be placed under the donated playground equipment at Chickadee Park. There is still a question on the cost of the material.   Kevin will gather that information, then present his findings at the next meeting.  At that time, the board will make a decision on who will bear the cost of the material and installation.

Lake Diane Events:

 

The Calendar of Events for 2016 was presented and approved.

 

Old Business:

 

Ruth Weiss has volunteered to be our representative in small claims court. She will represent LDPOA to pursue accounts that are in arrears $1,000.00 or more.  There are currently eight accounts with an unpaid balance of $1,000.00 or more.

 

New Business:

 

The February, 2016 LDPOA meeting will be canceled.

 

At 9:49AM, Roger made a motion that the meeting be adjourned.   Jim seconded the motion.  A vote was taken, and the meeting adjourned.

Kim Byrne, Secretary presented minutes from the November 14, 2015 monthly meeting. The minutes were approved as written, with the correction of Jim Watt’s name being added to the list of “Members in Attendance”.

 

Treasurers Report:

 

Jim Watt, Treasurer presented the Treasurer’s Report. The report was approved as written.

 

Aquatic Life:

 

Roger has asked Scott Banfield for a bid for 2016 weed control treatment of Lake Diane. Mr. Banfield has not yet submitted his proposal.  A decision will be made prior to March 1st how to proceed.  Licensed aquatic weed treatment companies are not common, which creates limited options.

 

Weed mapping will be done in the spring of 2016. It has been suggested that the end of May would produce the most accurate results.  Dan Fleck has volunteered to assist Arda Bucher.

 

Roger plans to sign up for the goose egg round-up course through the DNR. Only class participant’s applications are approved for permits.

Building Committee:

 

All but one camper trailer have been removed. Jim Watt made a motion to instruct Lake Diane Property Owners Association attorney, Roy Brandes, to proceed with legal action to bring the property owner into compliance with their deed restrictions.  Terry seconded the motion.  A vote was taken, and the motion passed unanimously.  Roger will schedule an appointment as soon as possible.

 

There has been no progress in the removal of the condemned structure at 14242 West Diane. Contact will be made to discuss timing with Larry Hinkle, as he has been contracted by the homeowner to demolish the structure, and remove the debris.

 

Al is concerned about the condition of Blaine LeBlanc’s house at the north end of the lake. He has spoken to the Hillsdale County Building Authority regarding the potential for mold infestation.  LDPOA will “hand-off” the potential situation to the Hillsdale County Building Authority.  Al has also discussed the shipping container that is being used for storage at the corners of Woodbridge and Territorial Roads with the Hillsdale County Building Authority.  They will not respond to the complaint because it is not a habitable structure.

 

Bob Pitzen submitted approved plans for an addition and deck at 1848 Anchor Way to the secretary for filing.

 

Dredging:

 

Nothing new to report.

 

Parks:

 

Terry Rupp would like to schedule a work day for cleanup in the spring at the shelter house. To date, there has been $9,100.00 in donations toward the shoreline restoration. We are only $1,900.00 away from our goal.

 

Kevin has looked into a soft landing material for the proposed playground equipment at Chickadee Park. There is a mulch-like rubber material manufactured, along with a border that is used for containment available.

Lake Diane Events:

 

The Toys for Tots Breakfast with Santa event was held prior to the meeting today. Thank you to all who participated!!

 

Old Business:

 

The board is ready to move forward with proceedings on past due accounts. Small claims court will be the most cost efficient way to collect.  

 

New Business:

 

Jim Watt asked if the board will be accepting bids for park lawn maintenance. The topic was discussed, and the board agreed it will be best if Dave Hintz continues to provide his services.

 

 

At 1:20PM, Jim made a motion that the meeting be adjourned.   Terry seconded the motion.  A vote was taken, and the meeting adjourned.
